That was not well planned. FLY is a keyword given to units. FLYER is a battlefield role, like Fast Attack or Heavy Support. Units with FLYER keyword always comes with FLY keyword. GW chose to change the Fly keyword for a reason, and returning to that paradigm doesn’t quite seem in keeping with the broad themes of the new edition.
